If this command:

told you:
The system cannot find the path specified.
Then the file is not there, because the path is wrong. That's a fact!

i know its there cause ive looked at it in windows explorer and i copied the address from the address bar so if there is any fault then its windows

shouldn't "Xam
mp" be "Xam
pp"?
should it be lowercase "x", as "
xampp"?

XAMPP 1.5.1 in top-level directory
Unzipped directly from .zip file

replace spaces with %20 so it looks like this:
C:/Program%20Files/Xammp/htdocs/stevie/.htpasswd and not this
C:/Program Files/Xammp/htdocs/stevie/.htpasswd
