So you expect that just by copying files and importing a database your computer would automatically opens up a browser and request the URL from your local prestashop? That is for sure not the case.
You need to open your browser manually and request the correct URL by typing it into your browsers address bar.

Having XAMPP running on the Desktop IS a huge permission problem. This folder is only accessible by yourself. If you are running XAMPP components as Administrator this can be a problem. If your username contains some special characters or white spaces this could be a problem, etc.
Install XAMPP directly in C;\, that is recommended.
Did you also edit the PHPs max execution time limit? Otherwise importing a database can result in timeout problems.
