So was this program removed?
Yes.
http://www.apachefriends.org/en/xampp.html lists it among the software that it is supposed to install.
We don't have write access to this part of the homepage. Just use the list at
http://www.apachefriends.org/en/xampp-macosx.html#849 which (should) exactly describes the content of the package.

It's not maintained for a long time. And I guess, Kleinweby or Oswald don't want fix the PHP5.3 problems in this program. (phpSQLiteAdmin is not our project...)
