I have the same issue as this person, but I will provide more information.
When I start XAMPP, i run it as administrator, so I don't run into any permission issues. MySQL starts fine, and Apache starts for a few seconds before it spits out an error.
EDIT: I solved my issue. I actually decided to read the error log and found out that installing XAMPP to "C:\Program Files (x86)\xampp" was a mistake since it has spaces in the path name. This will obviously cause issuers and idk why I overlooked that.
If anyone else is having this same issue as me, check your install location. You should install from scratch.
