HTTP Recieve Text Binary

Hi Guys
An application is running on a Windows 10 PC where it sends out a binary text file via http.
The application requests a URL to send the file to.
On the same PC I have apache installed and running.
The URL I have written to the application is of type localhost so it will send the text file to the local apache server.

My question is what else do I need to do with apache to receive this text file?

Apache is listening for requests to deliver data itself, not receiving data.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

I cannot answer that without knowing which application you are using and what exactly you want to get happen with that binary data

So the app will send out data in text_binary or json format which will be one line of text normally (small file of roughly 8kb).

It will look something like this -
{source={ivarId={f1d22827-1650-41a0-a31e-28621430bc7d}, channel=1}, common={type=AUDIT_LOG, time=2020-04-20T15:40:11.256Z}, auditLog={clientId=2148, clientIp=127.0.0.1, account=, command=START_LIVE, parameters=[{name=channelId, value=1}, {name=answer, value=1}, {name=replyType, value=1}], result=STATUS_OK}, id={be138cc4-321c-41a9-8d2f-25a1e5d058fc}, addInfo={ivarIp=192.168.1.17}, images=[]}

The protocol it uses to send out is HTTP so i have to set up a webservice to receive this data and provide the URL of the webservice to the application so it can send.
I simply need the webservice to receive this text file and store it somewhere locally.
The webservice has to be installed on the same Windows 10 PC where the app resides.

I thought Apache might do this so I installed XAMPP, but maybe there is a better idea

No, Apache alone cannot do this for you. You would need for example a SOAP or RESTful webservice to receive your JSON binary data and save it.
This webservice can use Apache, but Apache is the easiest part here needed.
