XAMPP folder permissions

1) Is there a GUI that I can set folder permissions easily after installing XAMPP. (Thinking something might automatically create/edit htpasswd files)

2) Tried it manually and why is it that the code created from an online password generator for example at

http://tools.dynamicdrive.com/password/
or
http://www.z-host.com/scripts/ipasswd/
or
http://www.htaccesstools.com/htpasswd-generator/

doesn't create the same file that I created in the past and doesn't seem to work
