Your IP is with Cox and if, as you say, you are on HSI Cable then I would assume that Cox are blocking port 80.

Try using a different port for your server - port 8080 might work.
You change this in your
xampp\apache\conf\httpd.conf file - make a backup first and restart Apache after making your changes.
Change any instance of port 80 to the port you decide on then your address would look like this:

Your friend is using a subdomain at no-ip.org which is what you might have to do as an alternative to using your Cox IP.
