To start xampp you need to use sudo:

sudo /opt/lampp/lampp start

Enter your password you use to login to linux when prompt.

maybe I did not say clearly, I want just use normal user to execute this start operation, just like normal mysql installation, you can use any privileged user to start mysql, not necessarily su or sudo to get root privilege anyway

You can do as wildteen88 says, but first you must add the user you want to be able to start/stop xampp to the /etc/sudoers file. Be very careful with this if you've not done it before - see the visudo manual.
