need help adding accounts PLEASE HELP

hi, i'm making a linux webserver but i need acces to id so i need ftp but this won't work since i need to upload files and i'm not permitted to, also i need to know how to make new users with full permissions...

now i don't want to be redirected to a earlier topic because i tried them but i dont understand anything from it so please help...
