htaccess file no longer works in 1.5.1

If this command:

dir "C:\Program Files\Xammp\htdocs\stevie\.htpasswd"

told you:
The system cannot find the path specified.

Then the file is not there, because the path is wrong. That's a fact!

i know its there cause ive looked at it in windows explorer and i copied the address from the address bar so if there is any fault then its windows

shouldn't "Xammp" be "Xampp"?

should it be lowercase "x", as "xampp"?

XAMPP 1.5.1 in top-level directory
Unzipped directly from .zip file
no other severs running

replace spaces with %20 so it looks like this:

C:/Program%20Files/Xammp/htdocs/stevie/.htpasswd and not this
C:/Program Files/Xammp/htdocs/stevie/.htpasswd
