xampp an max downloading users

Hello. im use xampp but i dont know a lot of configurations can somebody tell me how can i set up max limit ppl who can download file from me if i share an i want also change this 1connection per one IP ( so users cant use download accelerators) it is possible ?? please its important.

I dont know if apache supports such a situation, but you can use a ftp-server to limit the downloads

You need to use a download script / Antileech script.. or FTP
