Unable to log on to http://localhost/

I need some help please...It was working fine for awhile and now...
Whenever I try to log on to http://localhost/ to access xampp control panel I get a warning:

Warning: file_get_contents(lang.tmp): failed to open stream: No such file or directory in C:\Program Files\xampp\htdocs\xampp\index.php on line 2

Warning: Cannot modify header information - headers already sent by (output started at C:\Program Files\xampp\htdocs\xampp\index.php:2) in C:\Program Files\xampp\htdocs\xampp\index.php on line 3

How do I fix this?

Anyone seen this before? This is not the first time it has happened. I have re-installed xampp to fix the problem in the past. After doing this 3 times I was hoping just maybe someone out there has seen this and had a fix for it.

I really don't want to have to reinstall xampp
