Setting up multiple user accounts

Hi just wondering if someone can tell me how i can set up a server with multiple user accounts.

I figured out how to set up the ftp accounts and the mysql accounts.

I have the problem with the folders for the perl addon. Because i would create a new folder in the htdocs folder for each user and so they would have no access to the modperl and modperlasp folders.

any help?

I am also looking for some free software that i can install on my pc to check bandwidth usage for each account.
