XAMPP for Windows PHP Module or CGI

I have seen various references to PHP installations as either 'modules' or CGI script/interactive interpreters, including SAMS Teach Yourself Apache 2 in 24 Hours, Page 307. Apparently CGI scripts under Windows are not recommended for performance reasons. Can I assume that XAMPP's PHP is a module?
