SQL and XAMPP

hi all,
im new to XAMPP and SQL!
i have an SQL file and id like to run PHP scripts on it!
how do i load the SQL file into XAMPP to do this? its 4.5 megs large
and if i try to do it in phpmyadmin by finding the location of the text file it comes up with the error:

Fatal error: Maximum execution time of 300 seconds exceeded in C:\Program Files\xampp\phpMyAdmin\libraries\read_dump.lib.php on line 91

any help is appreciated!
