403 Forbidden Directory

Hello all ApacheFriends,

I have read and read and I can not seem to find out how and why I am forbidden to view the contents of a url directory. I had at one time was able to view this information and I built a new server and new install of XAMPP and when I got it all setup this is the only thing I find not working for me. I am running Wyndows Srver 20_3 on a P4. If anyone could please help walk me through this. If you need any information or files please let me know and I will setup an account for you to access this info..
