help for 404 error

no matter what file i put under htdocs, there is always 404 not found

The requested URL /xampp/shopscript/install.php was not found on this server.
Apache/2.0.53 (Win32) mod_ssl/2.0.53 OpenSSL/0.9.7e PHP/5.0.3 Server at localhost Port 80

even for a jpg picture file i cannot open it.

i found there are some .htaccess file around. dont know what that means.
it looks like

AuthType Basic
AuthName "FORBIDDEN AREA"
require valid-user
AuthUserfile "../htdocs/forbidden/.htpasswd"

and another one is

Deny from all

So you have solved your own problem.
For now, just delete the ".htaccess" file and it will work fine.
