MYSQL START UP PROBLEM ERROR 2004 Cant Create TCP/Ip socket

Hi friends,

MySQL was working pretty good in my Windows 98 OS and was working pretty well for testing programs in PHP /MYSQL in APche and also for TOMCAT java servlet programs. No recently my MYSQL prompt gives error

ERROR 2004 Cant Create TCP/Ip socket (10047)
(I installed kerio fir wall and Norton 2005 , but after this problem, I unInstalled both, but still problem with apache server exists.)

I cant cannot connect MYSQL client SQLYOG with user name and password.

I uninstalled MYSQL and reinstalled but still error persists.

Where I went wrong. hat i have to do to make it correct.
Any body please help me to make it right my MYSQL start up back to track.
