perl libraries - xampp - windows version 1.4.11

Newbie question
Can any tell me why I don't have of the standard perl libaries in this version.
Seemed to be there in version 1.2
Shouldn't there be a directory under perl called lib ?

I was trying to use the package Time::Local.pm
The only directory in @INC is .
