550 Access is denied

I may be being stupid, but when I try to create a directory or put a file to my new server using ftp I get the above message.

The server is a new clean install of debian - sarge and xampp-linux-1.4.10a both downloaded today.

I have not set up security, and I am trying to use the nobody /lampp account

ls -l says the "nobody" owns the /opt/lampp/htdocs directory and has rwx rights

I can get a file from the directory.

This is the third time I have installed everything, help

I was being stupid, It was a microsoft issue, ISA has a hidden setting preventing ftp uploads.
