smtp service/ftp service: deactivated?

hi

ive just installed version 1.4.9 on win98. when viewing the status screen the smtp and the ftp services appear deactivated, how do i activate them?

i've altered the settings smtp and sendmail_from in the php.ini in the apache/bin to my isp's server but it's still deactivated, could this be a false negative status? i'm viewing it on the local machine.

its ok, i've figured it out now, didn't realize these referred to the utilities that come with it
