How to make modules?

How do I make modules for perl. I have a windows machine with xampp and the perl add-on. I downloaded a module from CPAN, and executed

perl Makefile.PL

and this worked fine, but after this, I'm stuck. when I issue

make

I get an error (I guess there's no make on my xp-machine). How do I proceed from here?
