I could not find any definative answers about manual configuration. What I would like to do is deactivate MySQL so that it does not start with the rest of XAMPP.

Use the 'apache_start.bat'. it only starts the server.

Yes that's it. I don't want to bog my dev machine down with MySQL when I don't need it. I also run MySQL 5 now and then and again don't want to load down the machine with two database servers.
