cURL errors are appearing

hi, i have installed the xampp version named as "xampp-win32-7.2.3-0-VC15-installer" in windows 10. When i start updating the wordpress to latest version 5.2.3, then this error was appearing
"Download failed.: cURL error 28: Operation timed out after 300000 milliseconds with 33423409727668224 out of 43127153893572608 bytes received".

I have increased the max_execution_time as well many times but in vain. After that i set the value for this variable is "max_execution_time=30000000000000000000000000000000000000".

After that now wordpress is installed. now after installing, I have set this value to again older one like "max_execution_time=300"

Now one more issue is appearing named as "RSS Error: WP HTTP Error: cURL error 28: Operation timed out after 10000 milliseconds with 209396835549184 bytes received". I talked with wordpress support. they are saying that this is the cURL issue. I need to contact with xampp support. please suggest me how to resolve this issue.

Thats a crazy setup. Try to use normal setup like "max_execution_time=3600" (thats one hour). Anyway, in PHP scripts may override the standard setup with appropriate calls to "ini_set()" function, maybe WordPress overrides the default setting?

Due to internet research, this is NOT a Xampp issue, i have found a lot about "Stripe" Plugin in WordPress, see here: https://wordpress.org/support/topic/cur ... liseconds/

Actually, i dont that any of these issues are Xampp issues, they ALL are related to WordPress and Plugins. Even if they tell you different things.
