localhost doesn't launch

I got the "used port 80" solved, but when I try to open Joomla 3.92 I get this message:" No configuration file found and no installation code available."

Unfortunately this is no Joomla Forum, i dont know Joomla.

Is this a Xammp, Joomla, or a Windows10 problem? Anybody have any ideas?

This is a Joomla problem. Joomla cannot find or read its configuration file.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!
