Windows 10 1809 update kills Apache

Up until this update, I was happily building my site on a Windows 10 1803 build localhost and was just about complete and ready to migrate to online.

So post update I get this (same as others):

8:50:40 AM [Apache] Error: Apache shutdown unexpectedly.
8:50:40 AM [Apache] This may be due to a blocked port, missing dependencies,
8:50:40 AM [Apache] improper privileges, a crash, or a shutdown by another method.
8:50:40 AM [Apache] Press the Logs button to view error logs and check
8:50:40 AM [Apache] the Windows Event Viewer for more clues
8:50:40 AM [Apache] If you need more help, copy and post this
8:50:40 AM [Apache] entire log window on the forums

Found nothing on Google search. Downloaded latest build of XAMPP. Renamed old install (xampp-old) to preserve my site files. Installed new version - Apache will NOT start. Logs show this error (from other posts). Since it was working on Friday, this is totally on MS. I did find that the new version of Win10 is NOT listening on port 80 (netstat -aio). Modified firewall to specifically allow httpd.exe through ports 80, 443 (UDP and TCP) - no change.

Found a solution for what? An unknown Apache starting issue?
First things first: identify the issue.

Thanks for the feedback. Thought you might have seen this before. Here's the data you requested:

After the 1809 Windows update, Apache quit. Installed new, same result.

Running XAMPP version 7.3.1 (from readme_en.txt) (Compiled: Nov 12, 2015) with administrator rights and not automatically loading. Click Start Apache get error - same error whether running as administrator (service) or not.

PC is Windows 10 Home Version 1809 OS Build 17763.253 installed on 1/21/19 w/16gb RAM. Installation path is c:\xampp using "xampp-win32-7.3.1-0-VC15-installer"

Trying to start Apache, get this: (BTW, there are no Windows Events as it never starts):

NOTE: the mod_access_compat.so file is exactly where it says it can't find it. I can open it, all permissions set. When viewing the file, it does contain an invalid path (c:\vc15\win32\httpd-2.4\modules\mappers\mod_actions) that is not in my system. These files are dated 11/21/18 form a fresh install of the latest download. Previous file versions (which quit after the Win10 1809 update) was 8/15/18.

File is in c:\xampp\apache\modules. Here's my httpd.conf file:

If you don't need mod_access_compat you should comment that line out.
That is the issue your Apache could not be started.

I don't think the update destroyed your XAMPP installation, except this mod file is getting corrupted by the update.

You get the error message "httpd.exe: Syntax error on line 74 of C:/xampp/apache/conf/httpd.conf: Cannot load modules/mod_access_compat.so" even if you completely remove that line 74, save the file and retry to start Apache by apache_start.bat script?

Could this be a php issue?

In researching 1809 problems, many have to do with files (missing, lost, deleted, etc.). So thinking I have an issue with my disk, I copied contents of xampp folder, deleted folder, recreated and copied back. Ran chkdsk as administrator - Same. Changed Control Panel to port 81 - same. Then decided to look for diagnostics in xampp and found this:

C:\xampp\install>portcheck.bat
"Checking necessary ports! Please wait ..."

Fatal error: Uncaught Error: Call to undefined function ereg_replace() in C:\xampp\install\portcheck.php:13

I'm not a php programmer but here's the offending line 13:

No it's not. \xampp\install\portcheck.php is outdated. But nobody uses this portcheck.bat file, so nobody has reported that issue.
The control panel checks for the configured ports, you can use the netstat button in the control panel to list all running ports.

Again: This is NOT a port issue.
This is a syntax error/corrupted file issue.

On my Windows 10 build 1809 XAMPP 7.3.1 installer is running very well.
