Can you include MariaDB 10.3 in Apachefriends, please?
I need the JSON extensions, too. I have a Synology Discstation, they use MariaDB 10.3, and it works very good.

I make the freeware "EleLa", many users like install the XAMPP to have the database and the configuration with phpMyAdmin.

Simply install Mariadb 10.3 single component and don't start the XAMPP one.
Mariadb is coupled loosely into XAMPP. You only need to reintegrate phpmyadmin but that's not that difficult.

Nobbie, sorry I cannot.
I have my own very big project for that i spend a lot of time from my life and it's for free. I cannot do the whole world better, but a small in my part, the EleLa project.
