XAMPP cannot start Apache and MySQL

Just installed XAMPP 5.6.31
Cannot start apache and mySQL
Here is the problem log

For Apache:

Enter "ort 80 in use by "Unable to open process" with PID 4!" into Google.


For MySQL:

You already have installed another MySQL version onto your PC. See this message:

Either de-install that MySQL installation or (if you already uninstalled it but it leaves the service entry in Windows), check your Windows Services and delete the MySQL Service.

No, this is a bad option. Its far better to stop Microsoft IIS instead and use Port 80 for Apache.
