when i try to delete the complete files.it says the action cant be completed,the folder or file is open in another program.but i cant find where it was opened?

Thats a plain windows problem, we cannot help on that- You MUST at least stop that mysql installation. Its even better to de-install it. Either start windows in protected mode, or re-install windows or whatever, if you do not succeed to stop that mysql installation, you cannot run Xampps MySQL.

Is there a MySQL Service present and running on your system?
If yes you need to stop and unregister the service in order to be able to remove the remaining files and folders.
