This is have happened before but when I launched Apache everything loaded fine but when I went to the PHPMyAdmin and clicked on a database the ports changed from 80 and 443 to just a random 5 digit port and I cannot go into the database. Also, the ports 80 and 443 are still being used by it as the httpd.exe as well as the ones it changes to.

No that does not help. It would be helpfull if you tell us exactly the behaviour and messages of your browser instead of "i cannot go into the database".

HTTP ports changing in the control panel is normal when you have activity. The control panel can't distinguish between listening port and other active ports. So as long as they are right in the configuration and upon start you are good. That won't affect you accessing the database. You probably have some other issue.
