Which type of user? XAMPP does not know or have any bundle wide users.
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

Still "what??". Xampp does not know Users and Users do not have IPs. An extremely confusing question. Do you need to create a certain User for MySQL (its the only tool which comes to my mind)? Xampp is a collection of software tools and there is no User and/or IP for Users.

What are you doing, do you try to install a certain a software and are asked for a UserID or similar? If so, please tell us what you are doing there, otherwise we cannot determine what you mean by this question.
