Apache Service Starts and Stops - YES I Read the Top Thread

My topic says it all. Here is my printout from the xammp control panel. It's the dreaded error 0xc000007b. 5:03:25 PM [main]

Just to reiterate, my command line tests show no blocks on ports 80 or 443. I've been through the entire checklist in the thread at the top of the forum page. No error log has been created. Please advise, thank you!!
