xampp-controlpanel 3.1.0 does not open

I have been using xampp 1.8.1 for several years. Initially on a W7 platform, later on W10. All was fine till the Windows10 update of jan 11 2017 consisting of:
#Cumulative Update for Windows 10 Version 1511 for x64-based Systems (KB3210721)
#Windows Malicious Software Removal Tool for Windows 8, 8.1, 10 and Windows Server 2012, 2012 R2, 2016 x64 Edition - January 2017 (KB890830)
Reverting to the last restore point previous to these W10 critical updates is not possible. The system fails to restore the previous state.

Problem since the update (Windows 10 version 1511, X64 based):
After starting C:\xampp\xampp-control.exe the control panel does not open.
The taskbar shows an underlined icon for the xampp-control-panel. By right clicking on the icon in the system-tray, I can still start en stop Apache and MySQL. This is conformed by the log xampp-control.log.

Could you please advise how to repair the xampp control panel ?
