XAMPP access forbidden for a folder within htdocs

Hi, I am attempting to hack my Wii U using XAMPP on Ubuntu according to this guide: https://docs.google.com/document/d/1JJHYrnup_txcfiHYdLQkUFsrFeUYtbe7GAEj7zG5H1c/edit?pref=2&pli=1#bookmark=id.i9g7zp5566we, but for some reason it says access forbidden whenever I try to access a test file on my computer via localhost. I placed two folders inside htdocs, one called kernel with a test pcp file called test.pcp, but I can't access it saying it is read-protected or not readable by the server. I enter http://localhost/kernel/test.php into my browser. To originally paste the two folders, I had to use the

sudo chmod 777 htdocs
command on the htdocs folder. I have no idea what is happening and when I go to do what the guide says to test it by accessing a file using the Wii U browser, it gives me an error code which means they aren't reaching eachother. How come it is not letting me access my file and is this the reason my file can't be reached by the Wii U? Thank you.

I neither have an WII nor know this tutorial, last not least the description totally lacks any error message (and it is very hard to understand anyway), sorry, but i do not have the slightest clue whar you are doing and what is going wrong.

Oh my gosh, I feel like an idiot but I just figured out the problem. The permissions were set so the outside can't access it, forgive me I'm a linux noob. I am still having trouble however. On my browser on linux, when I enter http://192.168.0.10/kernel/test.php, everything works fine, but when I try it anywhere else like my WIi U browser or my computer it times-out. My firewall is set off in my router settings. How come I can't access the file anywhere else?

Edit: I just did a test online and it says port 80 is closed so I'll assume that is the cause. How can I open it?
