Change Server Connection Collation

I cannot change the Server Connection Collation from utf8mb4 to utf8. I think this is what is causing the following problem:

Trying to load the database created in PHP with the utf8mb4 setting in Localhost Joomla does not work - remains on "Installing".

I am using XAMMP 7.0.8 running on Windows 10

I don't know what you are trying here.
The collation is used in the CREATE statements of the webapplication. So this seems to be a Joomla problem then.
