ERR_CONNECTION_REFUSED

I reinstall xampp and since then it do problem
now sudenly it stop to work
the apache is running
but when I try to run `localhost` via broswer I get:
ERR_CONNECTION_REFUSED

What's the problem and how can I fix it?

ERR_CONNECTION_REFUSED means either Apache is not(!) running, or it does not listen to localhost Port 80 or localhost is unknown to your PC. Try a "ping localhost" in a terminal in order to find out, if localhost is known/unknown. If it is known, you have to find out if Apache is really(!) running and if it is really listening to localhost on Port 80.

its my chrome who's making the problem
