how to open http://127.0.0.1 or http://localhost/?

So in the past two hours im looking for help to my situation.
But everithing doenst work, if i put http://127.0.0.1 or http://localhost/ in my browser i only see a white page. And i testify other links to the same page and doenst work
I have windows 10.

Is Apache started?
Is Apache running on port 80?
Did you try a different browser?
Is the page really white and empty, in the source code view of your browser too?
Do you see any entries in Apache access.log and error.log or PHPs error_log?
What is the source code of the page?

That is typical behaviour, when you have Skype running on Port 80 instead of Apache. Could you start Apache successfully on Port 80?
