Apache Will Not Start - Not a W3SVC issue

All of other items like this point to W3SVC as the culprit. It is not running on my PC. Here is the error.

12:42:25 PM [Apache] improper privileges, a crash, or a shutdown by another method.

12:42:25 PM [Apache] entire log window on the forums

Nothing in logs. Nothing in Event Viewer. How can I troubleshoot this?

Found it. An error in xampp-conf - the instructions on the recent security issue fail to be specific on the content of the patch. I deleted it and all is now OK.
