Attachments won't show in XAMPP phpBB3

XAMPP Version 7.0.1 Apache 2.4.4 + MySQL 5.5.32 + PHP 7.0.1 + phpMyAdmin 4.0.4

When I post text and attachments online with phpBB3.1 everything is OK but when I try the same in XAMPP and phpBB I get a blank post with a message "Your message has too few characters". If I just post text and submit, the post shows the text but when I add an attachment the text and the attachment don't show.

However, I've found out a way to show the text and attachment; after loading the attachment and placing inline, I then submit and get the blank post. I then edit it, cut the attachment code but leave the text and submit again. I find that XAMPP has remembered the attachment and displays the text and attachment(s)!

Very strange.

Is your phpBB version compatible to PHP 7.0.1?
