I am having the same type of problem I think. Something or some one else seems to be hogging ports 80 and 443 when I try to start Apache at the Control Panel.
I finally, after a couple weeks got thru to a full install last night but could not get past the httpd.exe block this morning.
I don't know where else to try to find who else is using or trying to use these ports.

Thank You
