I received the same message today while installing. I'm not terribly techie so a little polite hand holding might be in order. I'll give you any information you need but am by no means on the same level as most people on this board. Please let me know what I can provide to help. I've tried to install this on both computers in my house and am getting the same error message as written above. Thanks

Restart your XAMPP control panel with elevated administration rights (rightclick -> Run as Administrator)
We don't provide any support via personal channels like PM, email, Skype, TeamViewer!

Thanks. That did the trick for that problem. Now I'm getting a Filezilla error which is a program I plan on using as well. Logs below
