Safe to delete everything except htdocs and mysql?

At the screenshot down below you can see the folders XAMPP use, is it safe to delete everything except htdocs and mysql in order to reinstall XAMPP? And will it work to reinstall and then moved the mysql and htdocs content into the new folders? Fast reply would be really great, my website is currently down.

It is not safe, but mostly it works. DO A BACKUP BEFORE IN ANY CASE!!

P.S.: Xampp is not designed for Online Access, for Development only.

I tried that, didn't seem to work. When I tried to access the MySQL in the browser when doing that I was refused access. The MySQL seemed to work when I done that, but it didn't support phpmyadmin. Is there a way to fix that? I don't remember the exact error message I got, but I was denied access when going to 127.0.0.1/phpmyadmin and localhost/phpmyadmin. Any ideas?
