In the beginning I think the ports are blocked so I changed the port in config-Service and Port Settings to different numbers.

This looks a bit odd. The double colon is sometimes referred to a local address eg. ::1
Have you looked into your file

This is absolutely okay here. MySQL binds to both IPv4 and IPv6, That is what is meant by this double colon without any number.
