Errcode: 13 - Permission denied

Dear all,
I have installed XAMPP just now and didnt change any settings.
When I try to start MySQL, it pops out this warning.
Please help.....
That file 'C:\xampp\tmp\ib526E.tmp' actually exists but it said to be not found..

Which Windows are you running? How do you run Apache and MySQL?

Looks like there not sufficient rights for the User, that executes MySQL, to access c:/xampp/tmp. This may have several reasons, try to run the Xampp Control as Administrator (right click on the Xampp Icon and choose "Run as Administrator") and then start Apache and MySQL manually (do not run it as Service).
