how to verify mysql settings to ensure proper working

I installed HeidiSQL on my local winXP, but it cannot connect to my database. My HeidiSQL error is: SQL Error (2003) in statement #0: Can't connect to MySQL server on '127.0.0.1' (10061)

... by the way ... my browser-based phpMyAdmin connects fine

What kind of checks can I do using my XAMPP to verify proper setup of my MySQL?

What user privileges did you set with HeidiSQL to log into your MySQL DB? Did you set a username and password for HeidiSQL to get into your MySQL?
Even though you are running on your localhost you will still need to put in a username and password. PHPMyAdmin usually works on
Username: root
Password:

phpmyadmin works based on already knowing the username and password built in from xampp (assuming you didn't change it during setup).
