Hoping someone can help me, this problem has been driving me crazy for close to a year.

So, I'm developing websites from my computer here and have XAMPP running locally. Basically what's happening is, maybe 20% of the time when I try to load a page in my browser, it will just get stuck on "connecting..." and never even connect to XAMPP. It will not get to "waiting for reply." There will be no trace of the HTTP request in the Apache logs. It doesn't matter if I wait a while, the request will eventually time out with "could not connect to server." If I hit Refresh, it will typically do the same thing, I usually have to hit refresh several times before it goes back to normal and servers the page.

I've had this happen on dozens of sites I've developed on this computer.

Any ideas on how I might troubleshoot this further?

My system specs:

XAMPP 5.6.3 VC11
Windows 7 x64
16GB RAM

Do you encounter this issue using other browsers (Ex: IE, Firefox, Chrome)?
Have you tried moving your xampp install to a different computer running windows 7 (process of elimination to your issue "I've had this happen on dozens of sites I've developed on this computer.")?
Are you using a wireless or wired connection to your computer (Are you trying to connect to localhost or the domain address)?
