API call to messages/send failed: SSL certificate problem: unable to get local issuer certificate.

Hi people, i have this error with mi xampp v 1.8.3, i check and i have activate ssl but i dont know what i can do now, i try to send email using mandrill API in local server.

please help and thank you .
