want to set up my own private image hosting site

Hi,
I am an IT Technician, but more in the scope of Windows support, never set up a webpage before :)

I have installed XAMPP 8.3-5 full on my HTPC, .exe version, and I am at the point where I can browse the Xampp pages from an external location (have to log in to browse).
Running on Windows 8.1 64bit enterprise

I want to be able to upload images to my own site and link them in forums and other sites as pictures (not only links), at my own maximum resolution (the one I currently use that is free is max 1920x1080 .bmp)
and also want to have control over them so that they dont dissapear or time out.

I dont want the pictures to be public unless I set them to be, and I want to be able to create users so my family members can upload pictures that they control.

Do you have any reccommended plugins or tools that would make this happen?

Softaculous has many image hosting scripts available which provide automatic installation. Most (if not all) provide a username/password based system. You could test out the many scripts to find the one you like. viewtopic.php?f=26&t=69173

So far I've tested Piwigo and it seems pretty good for what I need.
