I turned off the UAC to download XAMPP. Do I need to keep it off for XAMPP to run correctly? Can I just turn it off when I'm using XAMPP and keep it on the rest of the time? Total noob here.

You can run XAMPP with UAC on, but you should start the XAMPP control panel with enhanced administration rights (rightclick -> run as administrator)
