Trying to get a webpage to start

FIRST: I have never tried to run my computer as a webserver, at all. This is a initial try

Problem: installed xampp under win 8. The console says all the 3 parts have started and are running
I have a website set of HTML and PHP files.
I created a directory under xampp/htdocs called humo-gen and copied all the web files that I want to display there
Win 8 cannot find the files to display. localhost/xampp/humo-gen. If I try to open Index.php in that directory it opens the editor
if I put localhost/xampp in the explorer address bar, it tells me that it cannot find the page.
I cannot find an address combination to get the xampp webpage to appear.

I know I am doing something wrong; Please set me on the right track

Yes, drop the xampp part. Should just be http://localhost/humo-gen/

Tried http://localhost/ -- cannot display
Tried http://localhost/xampp -- cannot display
Tried http://localhost/ -- cannot display
Tried http://192.168.1.5 -- cannot display
Tried http://192.168.1.5/xampp -- cannot display
ping localhost -fine
ping 127.0.0.1 - fine

Internet Information Services are enabled and running with Web Management Tools (with IIS Management console) and WWW services
FTP Server is turned off

I think I have looked at all the possibilities -- Further guidance requested

Unless you changed the ports, IIS and Apache won't run at the same time. You should check that again. If you did change the ports, you will need to tell your web browser.

Edit: Unless you have an index in the root, localhost won't work alone. You will need to add the location in the URL.

Did you start Apache/MySQL etc. via Xampp Control Dialog?? I cant believe this, because you MUST have get a bunch of errors, like:

...
[Apache] Problem detected!
[Apache] Port 80 in use by "Unable to open process" with PID 4!
[Apache] Apache WILL NOT start without the configured ports free!
[Apache] You need to uninstall/disable/reconfigure the blocking application
[Apache] or reconfigure Apache and the Control Panel to listen on a different port
...

or similar.
